Since the Law was enacted, the MCPR has collected and analyzed information about its
observance in penitentiary institutions.
Prisoners' letters, publications in press and reports of human rights organizations,
official documents and various department responses to our inquiries are our main sources
of information. The total number of documents on this issue in our archive is about
10,000. Among the official sources, the results of a 1994 penitentiary census by the
Internal Ministry Research Institute [38] are the most interesting. Below we present the
results of our research on some of the standards introduced by the Law.
