In the short term the
following measures can be taken
- Amnesties
- Reviewing pre-trial prisoners cases and releasing those whose detention is not in strict
accord with the law, or those who have served as long as the maximum sentence they could
receive
- Introducing or broadening the possibilities for release on bail, and ensuring more
involvement of defence lawyers or NGO’s with pre-trial prisoners to make applications
for release on bail
- Judicial training on the limitations of prison and the possibility of alternatives
In the longer term
- Legislation to introduce shorter sentences
- Introduction of alternatives to prison
- Introduction of systems of early release
