Structure and technology of radio program "Oblaka"

 

1. Legal section (5-10 minutes). This section contains explanations in a popular form of main provisions of the Criminal Code, the Code of Criminal Procedures and the Correctional Labor Legislation as well as information about changes in the current legislation, international agreements and legal acts concerning penal issues.

2. Information section (5-10 minutes). This part is devoted to events in Russian prisons and prison camps, work of law making and law enforcement bodies, reviews of press and letters from listeners, reports about conferences on penal problems and human rights observance in places of confinement, activity of national and international non-governmental organizations.

3. Cultural and educational section (5 minutes). Prison art, fiction and journalism covering issues of legal education and human rights protection are presented in this part of the program. It also tells about religious life of prisoners and includes talks with clergymen of various confessions.

4. Answers to the questions of prisoners and ex-prisoners (up to 5 minutes).

Some programs are entirely devoted to one particular problem, for example, parliamentary hearings of a draft law, events in this or that region, coming religious holiday, creative work of a prisoner or ex-prisoner, etc.

 

To prepare a broadcast we collect information (documents, newspaper articles, recorded interviews, reports) about the situation in criminal justice system, current legislation and its changes, experts' view points on various penal problems, religious life in places of confinement, prison art, etc. For this purpose the Center's associates, involved in the preparation of the program, visit penitentiary institutions in various parts of Russia. Letters from prisoners, their relatives, prison workers received by the Center are also a valuable source of information, which becomes the basis of the program scenarios.
